Environmental Incident data held in Wales Incident Recording System (WIRS)
Details of all environmental incidents that are reported to Natural Resources Wales (NRW) via the environmental incident hotline or by internal NRW staff via the online reporting form are held on the Wales Incident Recording System (WIRS). WIRS in one of NRW's centralised storage databases. It hold information related to but not restricted too, incidents such as; environmental pollution (land, water and air); illegal dumping of waste (including fly-tipping); damage, destruction and removal of sensitive habitats and species; and incidents relating to the increased risk of flooding. Approximately 9000 calls reporting incidents in Wales are received and processed each year. A risk based approach is used to assess response and is proportionate to our ability to take action to prevent or mitigate impact to the environment; NRW's role within the incident: and NRW's professional reputation in influencing the greater public interest. Response time to all major and significant incidents is within 2 hours during office hours and 4 hours outside office hours. Other incidents are assessed based on the risk based approach. As of 2016-03-01, data is recorded and stored on the Wales Incident Recording System (WIRS). Prior to this, between 2013-04-01 to 2016-02-29 data was stored on the National Incident Recording System (NIRS). The system allows user to manage and track the progress of incidents. All pertinent details relating to an incident should be recorded as soon as possible. The data recorded over time relating to incidents can be used to provide management information, determine trends and highlight areas of concern, amongst other uses.

Once data for an individual incident in complete, that data is locked and can’t be amended. It can however be extracted in detail/summary formats to be included in reports The system forces users to enter many mandatory fields, though given the wide range on incident types, internal validation is difficult. Reports can be generated to highlight any potential data quality issues Incidents are recorded at a national scale and include information covering: date and time; location; reporter details, key dates and times relating to incident management; pollutants, premises, cause, incident categorisation; and action taken. Incidents are categorised on an impact scale of: Category 1 - major, serious, persistent and or extensive impact or effect on the environment, people and/or property; Category 2 - significant impact or effect on the environment, people and/or property; Category 3 - minor or minimal impact or effect on the environment, people and/or property; Category 4 - no impact.
