Areas with PM2.5 concentrations between 6 µg/m³ and 8 µg/m³ were classified as having a moderate level of demand, while areas with lower concentrations were not considered demand areas. This demand layer was combined with population density and Welsh Index of Multiple Deprivation (WIMD) data to derive an overall demand score for air quality improvement measures. For the WIMD, the two most deprived categories (ranks 1 to 382) were assigned the highest priority, while ranks 383 to 573 were assigned a moderate priority. Areas with lower levels of deprivation were not assigned additional priority based on deprivation. Population density, derived from the most recent census data, was classified into five groups using Jenks natural breaks. The two most densely populated classes were assigned the highest priority, the middle class was assigned a moderate priority, and the remaining classes were not assigned additional priority based on population density.
