Carmarthen Bay Special Protection Area (SPA) was the first fully marine SPA in the UK; it includes areas of sea, coast and estuary that support a wide range of different marine habitats and wildlife. The SPA was designated in June 2003 solely for wintering common scoter (Melanitta nigra) and is the most important individual wintering site in Britain and Ireland for this species. To properly manage and report on the condition of the SPA, accurate population estimates are needed. The aerial survey design was based on an irregular grid with 2 cm Ground Sampling Distance (GSD) resolution, designed to deliver approximately 22% coverage of the SPA and a high statistical modelling precision. Up-to-date ‘procedural guidelines’ and site-specific ‘standard operating procedures’ were developed and adhered to during the aerial digital surveys. The target species was common scoter, but other species present in large numbers during both aerial digital surveys included large gulls, small gulls and waders. Several marine mammals (including porpoises and / or dolphin species and phocids) were also recorded. Aerial digital survey results from December 2016 produced a population estimate of 35,211 (with lower and upper 95% confidence limits of 19,283 and 66,875 respectively). The February 2017 aerial digital survey results produced a population estimate of 36,314 (with lower and upper 95% confidence limits of 19,360 and 74,701 respectively). The February 2017 population estimate likely represents the peak abundance estimate for common scoter utilising Carmarthen Bay SPA during 2016/17. Common scoters were assessed to be in ‘Favourable Condition’ as the latest five-year mean peak far exceeded the SPA’s designated total of 16,946 individuals. As these aerial digital surveys covered the whole of Carmarthen Bay SPA, they do not only provide an estimated population size which is repeatable and comparable to previous/further surveys, but also the opportunity to analyse spatio-temporal distribution and trends.
