Data was extracted from NRW’s lists of discharge consents. The lists (a static WIMS dataset from 2016 and a live PALS extract from 2022) were combined, taking the more recent data where there were multiple or conflicting sources of information. As each discharge may have multiple consent lines describing different conditions, the analysis was carried out on the assumption that each consent reference represents one discharge. Duplicate sites were then removed where appropriate. CSOs and storm overflows were removed, as the consents do not generally give a good indication of discharged flows or loadings. An initial list of all discharges with a flow consent was created. This encompassed consents with “Flow” in the description (determined and codes 6425, 3527, 7782, 6426, 9827, 9843, 7435, 37). These were calculated to generate annual flows as follows: • Dry weather flow consents were multiplied by 1.3 to estimate mean daily flow • Maximum or total daily flows were multiplied by 0.5 to estimate mean daily flow • Hourly mean or weekly flows were treated as means for those time periods, and multiplied up to estimate mean daily flow • Instantaneous maximum flow was multiplied by 0.5 to estimate mean daily flow Mean daily flow was then multiplied up to estimate total average annual flow in l/yr for each discharge. Each of these discharges were then checked for nitrogen and phosphorus consents.
