Common Standards Monitoring (CSM)
One of the key responsibilities of the statutory nature conservation agencies in the UK, like Natural Resources Wales, is the identification and protection of a series of sites intended to conserve important wildlife and Earth science features. Such sites may be designated under: - National legislation (Sites of Special Scientific Interest (SSSIs)), - European Directives (Special Areas of Conservation (SACs) and Special Protection Areas (SPAs)), or - An international Convention (Ramsar sites). The scope of monitoring includes coastal, freshwater, lowland grassland, lowland heathland, lowland wetland, marine, upland habitats, woodland, earth science (geodiversity), amphibians, birds, fish, invertebrates, reptiles, marine mammals, terrestrial mammals, vascular plants, bryophytes and lichens. The purpose of this data capture is to assess the condition of features on all designated sites (SSSI, SAC, SPA and Ramsar) based on site-specific performance indicators, and to record aspects of their management, both as an aid to management decisions and for reporting at a variety of scales, including UK through JNCC, and for contributing to UK reports on Conservation Status under the EC Habitats Directive.

There are many methodologies used in the reporting and monitoring on protected sites, including Wetland Bird Survey (WeBS), intertidal monitoring, seabird monitoring programmes, cetacean monitoring, Statutory Conservation Agency / RSPB Annual Breeding Bird Schemes (SCARABBS). Performance indicators are devised from JNCC generic guidance ( http://www.jncc.gov.uk ), modified to reflect local distinctiveness and quantified to reflect the desired state of the feature. Assessments of these performance indicators are made using methods appropriate to the nature and scale of the feature and conclusions drawn about condition depending on whether performance indicators pass or fail. Information relevant to management is also collected. Together, the condition assessments and management information provide the basis for an assessment of conservation status.

[A] High level data held on Excel spreadsheet. [B] Supporting data (e.g. field data, maps etc) are held typically on Excel spreadsheets and MapInfo GIS. [C] Where work is done by contractors, raw species and habitat data is presented on Microsoft Excel spreadsheet, with a report in hardcopy and electronically (provided on CD ROM). A number of species features appear on CCW's 'Sensitive Features List' - refer to most recent list and accompanying guidance. CCW owns the CSM performance indicators and condition assessments, though not necessarily all supporting data used to make them. Owners of supporting data may impose additional access restrictions.
